NMF – Appraisal Background Documentation (256 kb)

The NMF – Appraisal Background Documentation has been produced by Steer Davies Gleave and Delta Rail to detail the structure and working of the ‘Appraisal Module’ in NMF. This module calculates the Value for Money of rail schemes. Such calculations are based on NMF outputs (from other modules) and parameters/values and calculations consistent with WebTAG and STAG (Scottish Transport Appraisal Guidance).

The Financials and Physicals (F&P) Document details how NMF collates information from all calculation modules, presenting the user with all the key financial and operational diagnostics within the model. It also includes the baseline specification used in NMF as part of the HLOS process.

NMF – TOC Cost Module Background Documentation (858 kb)

The TOC Operating Cost Module background documentation sets out the processes and methodology underlying NMF modelling. This module includes the train operating costs as well as the ICM (Infrastructure Cost Model), but does not detail commercially confidential information of train operators.

The NMF Environmental Module: Estimation of Rail Environmental Costs (2 Mb)

The environmental model was developed for DfT by AEA Energy & Environment, DeltaRail, and Paul Watkiss Associates to assess the environmental impacts and damage costs from passenger rail services in Great Britain. The environmental impacts, and associated social costs, are estimated for carbon dioxide (CO2), 3 other air pollutants (NOx, SO2 and PM10) and environmental noise.

Network modelling framework evidence pack (826 kb)

This evidence pack contains the economic and environmental appraisal of the HLOS. It details the assumptions made, the approach used in appraising costs and benefits, and the sensitivity tests conducted for the HLOS capacity metrics and the Value for Money appraisal of the HLOS. The document contains links to the relevant NMF background documentation, rather than duplicating the information in the description and analysis.
